CBASS's letter to Chairman Tom Harkin and Ranking Member Mike Enzi, Senate Health, Education, Labor and Pensions Committee, contains policy recommendations in seven areas.

CBASS recommend the following changes to the draft:

  • Ensure local choice.
  • Ensure strong partnerships.
  • Support programs that use research-based strategies.
  • Ensure that programs have the capacity to succeed by strengthening the role of intermediaries to support systems-building efforts.
  • Ensure many children in need have access to quality programs.
  • Remove cap on renewals.
  • Clarify local activities section.
