CBASS intermediaries support programs serving more than 120,000 children and youth each year. Their collective accomplishments and experience as practitioners creates a platform for policy work that can influence the national field.

The CBASS strategy for policy change blends advocacy, practice and technical assistance. CBASS:

  • Makes the case to policymakers of the value of after-school in supporting children and youth and the essential role of intermediaries in building after-school systems.
  • Defines the policy challenges after-school intermediaries must address to increase the quality, availability and impact of after-school in their cities and beyond.
  • Convenes taskforce meetings of leading stakeholders around each policy challenge and formulates recommendations.
  • Uses taskforce recommendations to design and pilot replicable models in CBASS cities
  • Provides targeted technical assistance to support other jurisdictions in their after-school systems building efforts.

The Collaborative (CBASS) published this report to document the critical role intermediaries play in the development of after-school systems in their cities. This report shows how intermediaries have helped increase the quality, sustainability, and availability of after-school and offers a vision for public policy change to support the continued growth of after-school.
